Ensuring universal participation in education has been the primary objective of the global education agenda in the past decades. In light of this, sub-Saharan Africa (SSA) has made strong gains in increasing access to primary education. However, the region continues to have the highest rates of exclusion globally: millions of children, particularly those from disadvantaged backgrounds, still remain out of school. Learning outcomes remain low even for students in schools, and only a privileged few complete secondary education.
