This report explores the challenges of scaling education innovations in education systems, highlighting the interplay among five dimensions that influence government decisionmaking on scaling: national politics, donor priorities, education transfer and contextualization, education technology, and the absence of meaningful data. As a whole, the report foregrounds the fit among innovation, scaling strategy, and broader environment for successful scaling outcomes — and offers recommendations for several different target audiences.
