This formative study establishes how past learning assessments have been used to influence policy and practice across Tanzania, as well as establishes the barriers and enablers for evidence-based decision-making in education. Study findings are meant to inform the use of the Assessment of Life Skills and Values in East Africa (ALiVE) learning assessment results along those implementing the Adapting Assessment into Policy and Learning (ADAPT): Adolescent 21st Century Skills in Kenya, Uganda and Tanzania project
