Project Abstract

This project aimed to support the effective and strategic integration of pre-primary education within Education Sector Planning processes by scaling the Better Early Learning and Development at Scale (BELDS) approach to mainstream Early Childhood Education (ECE) within education sector planning and implementation. 

A key success was the identification of key levers at both national and subnational levels that incentivized and enabled the adaptation and scale-up of the BELDS approach and the use of the ECE Accelerator Toolkit, a global resource hub of tools and guidance to support inclusive, equitable, and quality ECE at scale.

Project Impacts: Policy and Practice

The project catalyzed systemic change across all five countries, here are some examples:

  • The project reviewed and adapted the ECE Accelerator Toolkit, which enabled countries to plan for and implement ECE at scale through education sector planning and implementation processes
  • Gender-transformative resources integrated into teacher training in Sierra Leone and Lesotho. Tajikistan’s disability inclusion analysis informed national planning, prioritizing marginalized groups in ECE systems.
  • The project helped integrate pre-primary education into national systems, so it's now seen as a core part of education - not just an add-on - in all five countries.

The project’s tools and approaches have since been adopted in countries like Malawi, Pakistan, Namibia, and Turkey, demonstrating global scalability.
