Scaling What Works: Uganda Tackles Gender Equality and Inclusion in Education Policy

On June 6, 2025, Link Community Development Uganda hosted a high-level engagement event at Hoima Resort Hotel to showcase progress and lessons from the GPE KIX project Scaling-Up Innovative Gender, Inclusion and Safeguarding Approaches: Evidence from Malawi, Uganda, and Ethiopia. The event brought together national and district-level education stakeholders to discuss how evidence from the project can be effectively translated into policy and practice to benefit marginalized learners across Uganda.
Organized under the theme “Policy to Practice,” the event convened officials from the Ministry of Education and Sports (MoES), including the Directorate of Education Standards, the Policy, Research and Analysis Department, the Gender Technical Advisory Desk, and the Special Needs and Inclusive Education Department. Also in attendance were District Education Officers, District Inspectors of Schools, and headteachers from project districts.
Discussions centered on identifying scalable, evidence-based strategies for strengthening gender equality, social inclusion, and child safeguarding in Uganda’s education system. Stakeholders emphasized the importance of aligning research findings with national priorities to ensure relevance and sustainability.
One of the event’s key outcomes was a shared commitment to co-develop a Best Practice Guideline that will support the integration of successful gender, inclusion, and safeguarding approaches into education policy and program delivery.
This engagement marks a significant milestone in positioning research as a driver of education reform. As the project advances, the development of the Best Practice Guideline will serve as a strategic resource for scaling effective practices.
Stakeholders and practitioners are encouraged to follow the progress through the GPE KIX platform and support the integration of inclusive approaches in their respective contexts.
