New document KIX LAC: Educational Information and Management Systems (EMIS) in Latin America and the Caribbean: Global Models, Challenges and Practical Applications

In the framework of the last “Knowledge Mobilization Cycle and Community of Practice: Use of Evidence in Education“, developed between 2023 and 2024, and within the third sub-cycle “Educational Information and Management Systems (EMIS) for Social Justice”, the KIX LAC Center prepared a document to systematize and deepen on the strategic role of these systems for the strengthening of educational management in Latin America and the Caribbean.
The paper analyzes the relevance of EMIS in technological integration and data-driven decision making, highlighting the challenges that persist in their implementation and the need to move towards more comprehensive and efficient models.
The KIX LAC Hub has been accompanying processes to strengthen EMIS in the Eastern Caribbean States. As part of this work, two Technical Learning Visits were carried out to promote the exchange of knowledge among Caribbean countries. In December 2023, representatives of the Ministries of Education of Dominica, Grenada, Saint Lucia, Saint Vincent and the Grenadines, and Antigua and Barbuda -together with members of the OECS- visited Guyana to learn first-hand about the implementation of its recently launched EMIS system. Subsequently, in June 2024, officials from Guyana and Grenada were received by the Bahamas Ministry of Education team, where they explored specific aspects of that country’s EMIS system, such as the report card, examination, and risk management modules. These instances of collaboration foster peer-to-peer learning and strengthen the development of more robust educational information systems in the region.
Similarly, through the Country Support Mechanism, KIX LAC is working on collaborative diagnostics, mapping of key actors and spaces for reflection that promote the use of data to improve planning and decision-making in education policy. In addition to feeding regional strategies, the process has strengthened the capacities of ministerial teams, especially in planning and statistics, by mobilizing knowledge and generating peer-to-peer exchanges.
