Policy Brief: From Fragmented Data to Decision-Ready EMIS in South Sudan
This policy brief presents findings from the AU-IPED EMIS Strengthening Mission held in Juba, South Sudan (16–18 March 2026) under the GPE KIX Africa 19 Hub, in partnership with GESCI and Canada's IDRC. It reviews South Sudan's education data landscape — which currently operates across six parallel platforms and involves 14 institutional actors — and draws on a structured evidence review identifying 17 opportunities to strengthen data systems and coordination. Focusing on four priority areas (system integration, school-level data practices, data quality assurance, and governance and financing), the brief sets out the case for a phased, Ministry-led approach and offers five recommendations to advance a coordinated, trusted, and decision-ready national EMIS that supports evidence-based planning, equity, and accountability, in alignment with the AU EMIS Norms and Standards, CESA 2026–2035, Agenda 2063, and SDG 4.
