KIX National Policy Dialogue on Inclusive Education in Uganda

The national policy dialogue on inclusive education in Uganda will be a closed in-person event held in Kampala on April 5, 2023. It will build awareness of national policies, practices and the application of inclusive education in education institutions.

In line with Article 24 of the Convention on the Rights of Persons with Disabilities (CRPD) and General Comment 4 of the CRPD Committee, the KIX Africa 19 hub seeks to support the development, review and promotion of Inclusive Policies and Accessible Digital Textbooks (ADT) for Learners with Disabilities under the UN Partnership to Promote the Rights of Persons with Disabilities (UNPRPD) through awareness creation and stakeholder engagement.

Besides recognizing the right to education in the 1995 Constitution, Uganda is presently in the advanced stages of developing a National Inclusive Education Policy (NIEP), expected to operationalize the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) and streamline the implementation of inclusive education. Limited awareness exists of the ratified UNCRPD and the new disability inclusion law and policy, including the NIEP draft and interventions, due to limited resources. In this regard, the KIX Africa 19 hub is helping to build national awareness of these policies to promote meaningful access to education for learners with disabilities.

Objectives

  1. Sensitize and create awareness of existing National Policies/guidelines/circulars supporting inclusive quality education.
  2. Present evidence that helps unlock barriers to enrolling children with disabilities into educational systems.
  3. Increase awareness of identification and support for learners with disabilities and available modes of learning.
