
The 16th KIX EAP Webinar will take place on 1 December 2022 (08:00 AM CET). This interactive webinar will present the latest research and practical experiences using Results-Based Financing (RBF) for education system management. The speakers will discuss the opportunities and challenges of using financial incentives to motivate actors at the middle level of education management – that is, school administrators and local government (province, region, or district) managers. The webinar will also explore concrete experiences with RBF in the EAP region and the lessons learned on using such incentives.
The webinar is organized by NORRAG’s KIX EAP Hub team in collaboration with the Innovative Financing for Education (IFE) team. It will be conducted in English with simultaneous interpretation into Russian and Arabic. Presentations will be brief, well-organized, concrete and hands-on, with ample opportunity to clarify questions and share experiences.
About the Webinar
The webinar will provide a learning exchange on RBF, a financing arrangement where payments are contingent upon the achievement of predefined and subsequently verified results. RBF represents a move away from funding inputs and activities and toward tying payments to achieve measurable results. Several governments have initiated RBF to incentivize sub-national actors, who play a crucial role in translating, transferring, brokering – and therefore in potentially disrupting and hindering – the gains sought by actors at other levels to ensure quality education service delivery.
The NORRAG IFE team will set the scene by presenting its latest findings on the use and impact of RBF in low- and middle-income countries. The presentation will build from a recently published research study, Results-based Financing in Education for Sub-National Government and School Administrators: A Conceptual Framework and Practical Recommendations, supported by the World Bank REACH programme. The presenters will focus on what is known about the use of RBF to incentivize actors and institutions in charge of education system management and administration. They will also address lessons on the use of such mechanisms at this understudied sub-national level and recommendations for strengthening the link between results and funding.
Following the presentation of the research study, practitioners from Nepal and Vietnam will give their insights on designing and implementing RBF initiatives at different levels of their education systems. This webinar will also include reflections from the Global Partnership for Education on using RBF within education systems.
