The key finding from this research is the importance of a function-focused and flexible approach to scaling impact such that different scaling mechanisms are possible in different contexts or with different partners within the same context. How the impact of the innovation or initiative is taken up – the scaling pathway – was found to be influenced in each context by the success profile of elements of the innovation, structures within the education system and the relationships within and across levels of the education system. The exercise of professional capital (a combination of social, decisional and human capital) by the actors driving the impact scaling is a critical influence on the scaling mechanism taken up.
