Patrick Emmanuel Muinda is the team leader for TMIS development in Uganda. He holds a master's degree of Computer Science and is working on a PhD in Information Systems. He works as the Ag. Commissioner for Library, E-Learning and Information Technology at the Ministry of Education and Sports in Uganda.
